Target Area Contract Preference TACPA (State contracts)

Certain state contracts (over $100,000) provide preferences to businesses which operate in or next to a designated distressed area. The basic preference is 5%, if at least 50% of the work for commodity contractors or 90% of the work for service contracts is done in or next to a TACPA census track. TACPA is not offered in state construction contracts because the job locations are fixed.

An additional 4% preference is available if you hire workers who are at risk of unemployment.

To determine if you are in or next to a TACPA zone, you need to identify your census track and the census tracts that are next to yours.

• Go to http://factfinder.census.gov.
• In the left navigation panel, select Maps, Reference.
• Click 2000 Census tracts, enter your state and zip code and click Go.
• Zoom in until you can see your census block and the ones next to yours. Write these down.
• Call (916)375-4609 with this information to ask if you are in or next to a TACPA census track.

If you comply, obtain the following forms from the contracting department:

• Preference Request Forms (Std. 830/831/832) for goods and services.
• Manufacturer Summary Form (DGS/PD525) for goods only.
• Bidder Summary Form (DGS/PD526) for goods and services.
